Pastor DeEtta Gilliam was born and raised in the Tidewater area of Newport News, Virginia. She currently resides in Georgia with her husband and high school sweetheart, Thomas Gilliam. She is graced and blessed with two beautiful children (Pastor DeEtta L. Alston and Isaiah Gilliam) and two beautiful grandchildren (Jameila and Gary Jr.). Her daughter, DeEtta, is married to Gary Alston, who Pastor Gilliam names the best son-in -law in the world.

Pastor Dee was educated in the Newport News and Hampton Schools. She worked as an educator in Special Education in the Virginia and Georgia public schools’ system until she retired in 2021. She is the owner of Dudley’s Driving Center Inc. located in Cartersville, Georgia.

Pastor Dee experienced a Pentecostal upbringing, which she is grateful for. She was ordained as a minister in May 1997 under the leadership of the late Bishop Floyd Blackwell (Miracle Temple Baptist Church). She later served as minister for thirteen years under the leadership of the late Overseer & Pastor Joanne Anderson (New Living Well Full Gospel). In May 2013, she was ordained as Elder by Pastor Thomas and Alicia Dudley (New Generation Kingdom Building Ministry). In May 2015, she was installed as Pastor of Body of Christ Outreach Ministries in Cartersville, Georgia. Pastor Dee gives all honor and glory to God for every ministry she served under and is grateful for each ministry's mentorship, which has helped her to fulfill God ‘s assignment on her life. BOCOM's first church service, under Pastor Dee's leadership, was held on July 19, 2015. Pastor Dee is a certified Chaplain and is currently studying to obtain a Bachelor's degree in Theology. Pastor Dee is a biblical scholar and looking forward to furthering her biblical education.

Pastor Dee is a firm believer that we, as Citizens and Ambassadors for the Kingdom of God, should be equipping Kingdom Warriors, through the Word of God, to stand together as one body, representing God’s Kingdom in the earth. As God’s willing vessels, we are equipped with power and authority - invested in us through our Lord and Savior -  to compel all men to salvation to be healed, delivered and restore for the coming of our Lord. Pastor Dee's desire is like Christ's, that no man perish.
